The park sits on the top of Mount Baijo in Mihama, above the five lakes called Mikata Goko. It is within the Wakasa Bay quasi-national park.

The Rainbow Line, the road it is named after, is a prefectural road of 11.4 kilometres that runs between the lakes and the sea from one gate to the other. It climbs the mountain but stops short of the top; the last part is done by chairlift or cable car from the car park.

Five terraces are laid out around the summit, each facing a different way, so that between them the lakes, Wakasa Bay and the broken coastline can all be seen. One of them has round sofas to lie back on and look up.

The five lakes below differ from one another in their water: some are fresh, some salt, some a mixture, and they are joined to each other and to the sea.

The chairlift takes one person at a time and runs at eight-second intervals, so the ride is in the open air. The cable car takes thirty, runs in any weather and can carry wheelchairs. The ticket covers either.

A foot bath at the summit is fed with hot water, and there is a cafe and a shop.
